The overseers office requires no dwellers to staff (in fact, one cant place any dwellers inside it unless an incident occurs in the vault) and offers no improvements to vault storage or population capacity. The reductions in times in the table below are linear - each SPECIAL point added that applies to the outfit gives an approximately 1% reduction in time (a +7 outfit would give ~7% reduction). The overseers office is a room that can be built in Fallout Shelter from update 1.6 onwards. Don't expand too fast (ie. Giving +3, +5, or +7 outfits to your dwellers can significantly reduce production times. FWIW, I'm running a vault with currently 68 dwellers on 'single', fully upgraded and staffed triple room of the basic type for both food and water, but I need 3 upgraded triple power rooms to keep the vault going comfortably. 873KB 19- Fallout shelter All unlocks moded save file game. For Legendary outfits the cost plays a role for the production time as well. This mod removes game limitations as well as makes some things happen faster. Production time for outfits are based on the rarity of the outfit and the combined SPECIAL lvl for the SPECIAL stat needed for the outfit recipe.
